HCS SB 72 -- ELECTRONIC STORAGE OF RECORDS SPONSOR: Loudon (Smith) COMMITTEE ACTION: Voted "do pass" by the Committee on Civil and Administrative Law by a vote of 12 to 0. This substitute expands the method for electronic storage of business and public records to include computer-generated electronic or digital retrieval systems. The substitute also directs any fees collected by the archives division of the office of the Secretary of State for their services to be credited to the State Document Preservation Fund. FISCAL NOTE: Estimated Net Income to Document Services Fund of $3,333 in FY 2002, $4,000 in FY 2003, and $4,000 in FY 2004. Estimated Net Cost to General Revenue Fund of $3,333 in FY 2002, $4,000 in FY 2003, and $4,000 in FY 2004. PROPONENTS: Supporters say that many public entities already electronically archive their records. The bill will allow them to discontinue paper records when they are no longer needed. Many records will remain on paper, but some records no longer need to be on paper. The electronic and digital records will still be permanent and meet standards of accuracy and integrity, but will be much more efficient.
